A visão de um microeconomista sobre a crise

The conventional macroeconomic diagnosis and proposed cures ignore many important factors, including the following:

The “irrationality” is not primarily in the system’s response to the initial financial impulse but in the unsustainable expansion of the housing and other capital markets in the first place. Proposals to prop up the housing market as if its contraction is some kind of unfortunate over-reaction are not credible. Too many resources went into the housing market due to the low interest-rate policy the Fed followed for too long. While housing prices have fallen recently in many markets, they need to fall further. Markets should be allowed to equilibrate.
Equilibrium in the housing market would provide greater transparency to the value of mortgage-backed securities. Lack of certainty about housing prices and the ultimate extent of foreclosures only adds to the problems surrounding the illiquidity of these securities.
Government infusion of capital with the purpose of restoring the status-quo ante ignores the fact that, for example, Fannie and Freddie were over-expanded, the domestic automobile industry is a destroyer of scarce capital, some financial firms did a poor job of allocating risk, banks extended loans under the pressure of the government to people who should not own homes and so forth. Resources were misallocated.


Recessions are not simply crises of confidence or of insufficient demand (due to increases in the demand to hold money). They also have their allocational – or microeconomic – aspects. I suggest that these systemic distortions have an important role in creating the aggregate phenomenon we are witnessing. To treat these distortions and their cure as relatively unimportant is a mistake. In my view investor and consumer confidence follows the correction of the underlying causative distortions and does not precede them. In fact, the dominant macroeconomic policy-framework does not leave room for correcting distortions at all because its basic theme is to restore, prop up, and maintain the current direction of resources.

I do not think that these hastily devised macroeconomic schemes will succeed in promoting recovery because they ignore the microeconomic fundamentals. I do fear, however, that will succeed in fundamentally transforming our economic system for the worse.

Tiros no Escuro

Hank Paulson, depois de esbanjar 700 mil milhões de dólares sem qualquer efeito prático, pede agora mais 800 mil milhões para injectar no mercado de crédito à habitação. Isto pouco tempo depois de dizer que não ia gastar a segunda metade dos 700 mil milhões anteriores, ou que os ia gastar para ajudar o sector financeiro comprando activos financeiros a preços inflacionados, para ajudar ao crédito ao consumo e novamente para comprar activos tóxicos, no caso do Citibank. O novo tiro no escuro é voltar a ajudar o crédito à habitação, ou seja, o tipo de políticas que lançou a crise em primeiro lugar. Algo parece muito estranho aqui.

U.S. officials pledged to pump another $800 billion into ailing credit markets, much of it directly from the Federal Reserve -- a move that makes the nation's central bank a lender to almost every corner of American life.

The Fed, whose traditional lending role has been to make emergency loans to banks, plans to purchase in coming months up to $600 billion of debt issued or backed by Fannie Mae, Freddie Mac, Ginnie Mae and Federal Home Loan Banks, all mortgage-finance businesses with close ties to the government.

Sobre a ajuda à indústria automóvel

No seu último post, Gonçalo defende a ajuda governamental à indústria automóvel, começando por afirmar que não se trata de um bailout. Talvez estejamos em desacordo quanto a definições, mas, não vejo como é que a ajuda financeira a empresas em apuros não é um bailout.
No seu post Gonçalo refere uma notícia que se refere aos produtores de automóveis ingleses, que parece agora estar mais longe de vir a acontecer.
Gonçalo chama isto de um estímulo económico e remete-nos para um artigo, de Patrick Bolton e Joseph Farrell, que afirma:
We argue that although decentralization has advantages in finding low-cost solutions, these advantages are accompanied by coordination problems, which lead to delay or duplication of effort or both. Consequently, decentralization is desirable when there is little urgency or a great deal of private information, but it is strictly undesirable in urgent problems when private information is less important. We also examine the effect of large numbers and find that coordination problems disappear in the limit if distributions are common knowledge

Ora, no caso da indústria automóvel, pelo menos a mericana, a informação é já bastante pública há muito tempo de que esta indústria é ineficiente e já desde há muito tempo que é óbvio que esta não consegue sobreviver por si só. Por outro lado, invocar a crise do crédito para justificar um bailout para esta indústria passa ao lado do facto de que esta indústria já estava a necessitar de ajuda muito antes da crise no crédito começar.
Uma ideia, referida no link acima, seria de libertar dinheiro do Estado para ajudar a relocar os activos da GM, Ford e Chrysler, dado que, com a crise no crédito, parece ser díficil para estas empresas entrar em processo de falência normal e venderem partes eficientes dos seus activos.

Quanto à ideia de que a economia neste momento pode precisar de um estímulo remeto isso para uma análise aprofundada noutro post.

Sopa dos ricos


O plano de ajuda financeira do governo norte-americano, vulgo "bail-out", começa a parecer cada vez mais uma sopa dos ricos, com a lista de empresas a juntarem-se à fila a crescer cada dia. Os últimos da fila agora são a American Express, que até mudaram a sua função para conseguir um bocado de pão.
A seguir devem vir os chamados "Big Three" de Detroit, que, com um impressionante truque de magia, passam também a empresas financeiras.
